What is CBO (Community-Based Organization)?

A Community-Based Organization (CBO) is an FAA-recognized association whose safety guidelines satisfy the recreational drone rules requirement under 49 USC 44809. The Academy of Model Aeronautics (AMA) is the most prominent CBO.

Under 49 USC 44809, recreational drone operations must follow the safety guidelines of an FAA-recognized Community-Based Organization. The AMA (Academy of Model Aeronautics) is the original and most-referenced CBO. The FAA published a CBO Recognition Process in 2021; multiple organizations are now recognized.

CBO safety guidelines typically cover: • Operating altitude (400 ft AGL maximum) • VLOS requirements • Right-of-way rules • Pre-flight inspection standards • Equipment maintenance • Site selection (not over uninvolved people, not near airports without authorization) • Member education and oversight

The statute doesn't require CBO membership — recreational pilots just need to follow some recognized CBO's guidelines. A pilot can read AMA's guidelines and follow them without joining AMA.
