No. Santa Elena Canyon is inside Big Bend NP. Drone ban applies. Note also that Mexican airspace begins on the south side of the Rio Grande.

Big Bend Ranch State Park — is it the same?

No. State park is a separate unit with different rules. Texas State Parks Drone Permit Program permits drone use with permit.

What about flying the Rio Grande from Mexico?

International airspace boundary in the middle of the river. Mexican airspace has its own rules. US drone pilots operating from US ground over the river risk crossing into either NP airspace or Mexican.

Is the area dark-sky friendly for night drone work?

Big Bend has International Dark Sky Park status, and the surrounding state park and BLM land permit drones at night with proper FAA night-flight equipment.
