Can I fly my drone in Chicago?

Chicago has the airspace problem you'd expect — O'Hare and Midway saturate the city — plus a Chicago Park District ordinance that bans takeoff from any park. The lakefront skyline shots almost everyone wants are also the hardest ones to legally capture.
